Before You Begin: Eligibility
To apply for a Mississippi medical cannabis card you must:
- Be a Mississippi resident with a Mississippi-issued ID. Out-of-state patients use the 15-day non-resident registration.
- Be at least 18 years old. Minors may be registered with a custodial parent/guardian as caregiver.
- Have a qualifying condition under § 41-137-3.
- For ages 18–25: you need two practitioner certifications from separate medical practices, with one being an MD or DO.
- Not hold a commercial driver’s license (CDL). Federal regulations prohibit CDL holders from using cannabis regardless of state law.
Step 1: Confirm Mississippi Residency
Residency is verified using a Mississippi-issued driver’s license, state ID, or military ID. If you have recently moved, update with the Mississippi Department of Public Safety before applying. The MMCP portal requires a Mississippi address.
Step 2: Find an MSDH-Registered Practitioner
Mississippi requires that the certifying practitioner be registered with MSDH after completing an 8-hour initial training plus 5 hours of annual continuing medical education. The MMCP Transparency Portal lists registered practitioners by location.
The Access Gap: As of late 2025, 35 of Mississippi’s 82 counties had no certified practitioner. Patients in rural Delta or Pine Belt counties should plan to travel to:
- Jackson (state capital, largest concentration)
- Hattiesburg (Pine Belt hub; Camp Shelby veterans)
- Oxford (Ole Miss region)
- Tupelo (Northeast hub)
- Gulfport / Biloxi (Gulf Coast)
Statewide practitioner networks like Pause Pain & Wellness and Magnolia Cannabis Clinics operate to address the access gap. Typical practitioner fee: $130–$200 for the initial assessment.
Step 3: Complete the In-Person Assessment
Mississippi requires that the initial assessment be in person to establish a bona fide practitioner-patient relationship. Telehealth is permitted only for follow-ups under SB 2857 (2024). The practitioner:
- Reviews your medical history and qualifying-condition documentation
- Conducts a physical assessment
- Documents the qualifying condition under § 41-137-3
- For chronic-pain patients: documents opioid-trial and inadequate response
- Issues a certification valid for the MMCP application
Step 4: Apply Through the MMCP Portal
Submit through mmcp.ms.gov. You will need:
- Mississippi-issued government ID
- Proof of Mississippi residency (utility bill, lease, mortgage)
- Practitioner certification (provided by the certifying practitioner)
- Recent passport-style photo
- Application fee:
- $25 standard
- $15 for Medicaid recipients
- Free for disabled veterans (with VA documentation) and disabled first responders
- For 18–25-year-old patients: a second practitioner certification from a separate practice (with one MD or DO)
Step 5: Wait for Approval
MSDH typically processes applications in 5–30 business days. Cards may be presented digitally through the portal or printed. Once approved you can begin purchasing at any licensed Mississippi dispensary.
Patients can apply and renew their MMCP medical cannabis card online through the MMCP Transparency Portal. The standard application fee is $25.

The 6-Month Follow-Up Requirement
SB 2095 requires certifying practitioners to conduct a 6-month follow-up evaluation in addition to the annual renewal. HB 895 (2026) would have eliminated this; Reeves vetoed the bill on March 26, 2026. Plan for the 6-month follow-up as part of ongoing patient compliance. Typical follow-up cost: $50–$100.
Common Application Pitfalls
- Out-of-state ID. Mississippi residency required for resident card.
- Incomplete certification. The practitioner must clearly document the qualifying condition; vague "general wellness" is not sufficient.
- Pain pathway without opioid history. Pain patients must show opioid-refractory documentation.
- Younger-adult single-practitioner certification. Ages 18–25 need two practitioner certifications from separate practices.
- Telehealth initial visit. Initial must be in person; telehealth only for follow-ups.
Special Cases
Patients Under 18
A custodial parent or legal guardian must register as the designated caregiver. The caregiver acquires, possesses, and administers cannabis on behalf of the minor. Minors may only be certified by an MD or DO. See caregivers page.
Disabled Veterans
Disabled veterans receive a fee waiver for the MMCP application with VA documentation. VA physicians cannot certify under MMCP (federal Schedule I), but private Mississippi practitioners can review VA records and issue certifications.
